    CONNELL — A local man was cited for second-degree negligent driving for his involvement in a 3:39 p.m. crash Wednesday, Sept. 23. Eleazar R. Silva Silva was eastbound in a 2000 Honda Accord on state Highway 260 a mile west of the city when he crossed the centerline and struck another vehicle head-on, the Washington State Patrol said.     PASCO — A local man was injuured late Wednesday evening in a crash on U.S. Highway 395 about a mile north of the city. Tomas Martinez Gonzalez, 59, was taken to a local hospital following the 9:02 p.m. crash, the Washington State Patrol reported. Gonzalez was northbound on the highway when he struck a tractor-trailer that had slowed to turn right into a field access area, the patrol reported. The driver of the truck, Miguel G.     PENDLETON, Ore. – A Mesa, Wash., man is being held in the Umatilla County Jail on $4 million bail for his alleged involvement in the road-rage slaying of a Hood River, Ore., man.
