    TACOMA - A U.S. District Court judge has ruled that gun-control measure Initiative 1639 is constitutional. U.S. District Court of Western Washington Judge Ronald Leighton, a Whitworth University graduate, issued his ruling Monday on the gun control measure.     PASCO — Franklin Public Utility District and Mid-Columbia Libraries have teamed up to offer free WiFi Internet hotspots around the county.     TOUCHET — A Pasco man was hospitalized late Tuesday, Sept. 1, following a drunken driving-related crash. According to the Washington State Patrol, Ryan L. Wertz, 36, was transported to a Walla Walla hospital following the 11:37 p.m. crash on U.S. Highway 12.
