    OLYMPIA – Gov. Jay Inslee declared an emergency drought for most of the state July 14. The drought affects every county in the state but excludes an area that encompasses most of King County, half of Snohomish County, and Tacoma by itself.     BELLEVUE — The Second Amendment Foundation is celebrating a U.S. Fourth Circuit Court of Appeals ruling that found laws preventing handgun sales to adults ages 18-21 unconstitutional.   • Motorists injured in crash at U.S. 395-Foster Wells Road intersection

    PASCO — Two motorists were transported to different area hospitals following a crash on U.S. Highway 395 at Forster Wells Road today, Wednesday, July 14. The crash occured at 11:39 a.m. when Rafael J. Garcia, 50, of Pasco, attempted to cross the highway from eastbound Foster Wells Road, the Washington State Patrol said.
