    CONNELL — Ballots for the Aug. 1 primary election were mailed July 11 to registered voters in the city. Franklin County Auditor Matt Beaton said registered voters should already be receiving them, as well as a voter pamphlet the Franklin County Elections Department created to help voters learn about candidates.
